Foreigners can we buy properties in Paraguay?

Sim — Paraguayan legislation does not impose restrictions on the purchase of urban property by foreigners. Anyone with a valid passport can acquire property in any country, without prior residency.

Documentation checklist

Buyer's documents (estrangeiro)

• Valid passport (original + authenticated copy)
• RUC (Single Taxpayer Registry) — free, obtained in SET in 1 day
• Bank statement two last 3 months
• Receipt receipt in Brazil

Immobile Documents (provided to the seller)

• Public deed (Purchase Deed)
• Certificate of non-inhibition of the seller
• Updated cadastral report
• Paid tax slip (IBI)
• Vehicle plan approved by the Municipality

Documents of the transfer process

• Deposit contract (signal, optional, most recommended)
• Deed of transfer executed by a notary public
• ITBI payment receipt (2%)
• Registry not Property Registry

The notary's paper (cartório)

No Paraguai, or "public notary" is equivalent to the Brazilian tabelião. It is the document that verifies the ownership chain of the vehicle and guarantees the legality of the transaction.

Notary fee: 1–1.5% of the value of the property.

How to obtain or RUC

The RUC (equivalent to the Paraguayan CPF/CNPJ) is essential for any real estate transaction. Obtaining:

1. Compare the SET (Undersecretariat of Taxation) with the original passport
2. Pre-enchase or registration form
3. RUC issued on time, free of charge
